A lot of the violence in Ukraine has ceased, and most are back to their normal lives. Many who did live in Donetsk have moved elsewhere in Ukraine in the West where it is more stable. Putin has stopped trying to provoke the Ukrainian rebels fighting for separation from Ukraine, and the Ukrainian armies have also stopped making any official attacks.
The problem is that nothing much changed about the government. When they ousted Yanukovych, and voted in Poroshenko it did not take away the fact that bribes, and corrupt Oligarchs are what really influence the government internally. It also determines international relations, because Ukraine can’t truly become more Western minded if their mafia is running the show.
To solve this the government has brought in technocrats from Western and Eastern Europe, and now the opinion is that more need to be sent in to facilitate and encourage local officials, and make sure people aren’t taking bribes. To encourage resisting bribery they want to try and give better salaries donated from the West. Surely some will accept the top-up from the West, and still accept bribes to grant the wealthy corrupt their wishes. Things may also become violent if the officials choose to resist those that are so powerful.
This article leans on the side that foreigners can solve a countries corruption issues, and used Guatemala as an example of the UN staff helped to bring justice and civil rights to the country. I was in Ukraine when the Euro was held there, and the Western European governments promised they were going to closely facilitate the money that would be used to host the event. More than half was pocketed by the corrupt, and the money they used to update, and prepare the cities were poorly done, and most of it was gone or broken once the Euro Cup ended. Hopefully there are better plans to support the majority of Ukraine that wants an honest government without causing more violence and scheming from those trying to resist Western influences.
